He claims to be Kōyū's best friend, though Kōyū keeps denying it. Shūei is usually the one that gets Kōyū all riled up by mentioning things like his lack of direction and his woman-hating ideals. Unlike Kōyū, Shūei is a womanizer. He often mentions how nice it is to spend time with women and was seen surrounded by a horde of women after winning the fighting tournament. He's also a regular at the Red Light District and usually spends time with the number one woman in the number one brothel.
Along with Kōyū, Shūei also receives a flower and swears his loyalty to the current Emperor, establishing Ryūki's reign since the top two upcoming officials of the palace now back him up. He knows Seiran's true identity. Later, he reveals to Kōyū that nine years ago, his elder brothers ordered him to track down Prince Seien's whereabouts, but he didn't succeed.
Shūei often flirts and sleeps around with the palace ladies. He does this in the hope of attracting the attention of Shūsui. It was love at first sight when Shūsui helped him once in the past. Shūsui does not remember the meeting between them.
